Vote “No” on so-called Prop 3 “Right to Collective Bargaining” Amendment

Prop 3 goes beyond protecting workers’ rights to collectively bargain (form or join unions).

Here are three key points you should know before casting your vote on so-called Prop 3 “Right to Collective Bargaining” Constitutional Amendment on the 2026 general election ballot:

1. Employees don’t need Prop 3 to have the right to form or join a union. The right to collectively bargain is already protected under the First Amendment’s "right to assembly” clause.

2. Prop 3 empowers unions, not employees. Prop 3 would prevent Vermont from ever giving workers the freedom to choose whether or not to join or financially support a union without risking their job.

3. Prop 3 will exacerbate Vermont’s affordability issues. Prop 3 would reduce the Vermont Legislature's ability to enact reforms affecting collective bargaining over compensation and benefits for public sector unions such as the VT-NEA and VSEA, limiting options to address rising taxpayer obligations in the future.
